   -Use the 8 latitudes that correspond to the scan hemisphere (since there are 16 latitudes per hemisphere, 
   2 latitude bins are co-added to get to 8 latitudes). 
   -Latitudes are +/- [0.625, 1.875, 3.125, 4.375, 5.625, 6.875, 8.125, 9.375]</Description>
